The Game is definately on a timer, I started a second playthrough after finishing the first in 4 Hours, and thought I will not rescue the Doctors Wife until I Scavenge around a bit, then all of a sudden I get a Message Mission failed she was Killed, so every time you get a Person to rescue, you have a certain time to do it or you fail that Mission, if you do go and do it then the game progresses towards the end Quicker, and you do not have time or need to bother upgrading your skills Much, because the game finishes before you fully level up. It's possible to get reservists (i.e., non-uniformed personnel) from these missions, however, they are extremely rare (not as rare as special forces soldiers though still enough for most players to never see one of them, except for one of the story-related characters).Also, they seem to always lack a backpack. Their uniforms appear to be the same as for normal soldiers. They come with very high skill levels and the best guns available.
